SEGs Overview

Our SEGs and Policy & Innovation Forum, led by CIWM members and volunteers, respond to evolving policy and industry landscapes at a strategic level. Working in partnership with our Technical Communities, they provide opportunities to foster member knowledge and insights, equipping the community to drive measurable change.

We want SEGs to mobilise the industry to make the most of the opportunities presented by government reforms and build a lasting, resilient sector that can drive real change and protect and conserve our planet for future generations.

Infrastructure, Services and Operation Strategic Expert Group

This Strategic Expert Group (SEG) provides technical support to help CIWM deliver its Policy and Innovation Forum three-year plan, developing its own working plan to prioritise the drive towards a circular economy and CIWM's purpose of moving the world beyond waste.

This group has a broad remit across waste streams, from household, commercial, and industrial sources to specific streams such as litter and fly-tipped waste. Its focus includes collection, transport, handling, and treatment, requiring broad SEG membership and engaging regulatory, legal, and contractual experts.

SEG members will champion infrastructure, services, and operations for CIWM, raising its profile and shaping the future of these areas within the resources and waste sector.

Most recently, we launched 'Can UK MRFs Survive Packaging Reform?' - a report providing practical guidance on material recovery facility (MRF) sampling methodology. Designed to improve material purity and operational consistency across the sector, the document outlines updated standards for sampling and characterisation. 

A case study in 2024 highlighted how one MRF has optimised its settings to separate flexible plastics from co-collected material.  This can be found in the Knowledge Centre.

The SEG has also published briefings on Chemical Recycling, Persistent Chemicals in Waste and Sustainable Aviation Fuel.

Built Environment Strategic Expert Group

The Built Environment SEG covers infrastructure (buildings, roads, airports, rail, energy - gas, water, etc) and supporting services that the built environment requires. This group exists to communicate, exchange, and advise on issues relating to the sustainable management of resources and waste within the built environment across the UK, Ireland, and the European Union.

The aims of the SEG are to share and disseminate information on built environment matters and contribute to the continuous improvement of construction, demolition, and excavation resources and waste management professionals throughout the built environment.

The SEG will review its agreed Terms of Reference (as agreed whilst it was a Technical Advisory Group). Summary meeting information for May 2025 and September 2025 will be published as downloadable PDF files and made available via links on the CIWM website.

This SEG has produced:

• Guidance with the Association of Directors of Environment, Economy, Planning & Transport (ADEPT) for Managing Reclaimed Asphalt - Highways and Pavements in December 2024.

• An updated guidance on Waste Wood in February 2025 - this was in collaboration with the Wood Recyclers Association and relates to identifying wood wastes encountered on construction and demolition sites.

• An updated What is Waste Guide was released to help the construction industry determine if a material is a reusable resource or waste.

Producer Responsibility Strategic Expert Group

The Producer Responsibility SEG exists to provide technical and policy-related expertise to CIWM and the resources and waste sector on matters relating to existing and potential Producer Responsibility frameworks, as well as other resources and waste-related legislation under The Environment Act 2021.

The SEG considers technical and policy-related matters relating to the practical aspects of Producer Responsibility and allied legislation relevant to the resources and waste sector and CIWM’s membership.

In September 2026, a new EPR Toolkit - Stage 1 authored by John Twitchen from Stuff4Life was published in partnership with the Circular Economy Institute, on using Extended Producer Responsibility (EPR) to support UK economic growth and resource efficiency. To turn policy ideas into practical schemes, the report sets out three main steps: designing practical toolkits for missing material streams, building on current UK compliance structures, and writing eco-design, reuse, and repair directly into future regulations.

Behaviour Change Strategic Expert Group

The Behaviour Change SEG exists to provide specialist expertise to CIWM and the resources and waste sector on human factors and practical measures to encourage behaviour change, and to serve as a knowledge hub for behaviour change expertise.

This SEG is considered the lead technical advisory body within CIWM on behaviour change methodologies and practices that concern the future use of resources and achieving sustainable recovery from waste. The group encourages and supports businesses, local authorities, and the public in adopting behaviours that accelerate the transition to a circular society.

The SEG has produced a Behaviour Change Hierarchy to help those planning services and/or other interventions consider the likely impact of their design on achieving behaviour change. The principles set out here can be applied to other scenarios and sectors seeking to change behaviours, including wider environmental issues, transport, energy, and healthcare.

The Resource Efficient Design Strategic Expert Group

Resource Efficient Design Strategic Expert Group exists to provide specialist expertise to CIWM, the resources and waste sector, and the wider value-chain, including the design community, on matters relating to determining, applying, and promoting design principles which will result in products being placed on the market being efficient in terms of resource use but which also facilitate desirable end-of-life options such as re-use, repair, and recycling.

The SEG considers and is the lead technical advisory body within CIWM for the collation of information relating to best practices in resource efficient design and designing for end-of-life considerations. The SEG is about the essentials of how CIWM and the wider sector should address the challenges in achieving resource efficient design and designing products for their end-of-life and support CIWM’s purpose to move the world beyond waste.

The first meeting was 10 June 2024. The Terms of Reference  have been agreed. Summary information from each meeting will be made available.

International (ISWA) Strategic Expert Group

The International (ISWA) SEG exists to provide specialist expertise to CIWM and the resources and waste sector  promote the concepts and practice of circular economy and actions in all the international activities undertaken by CIWM.

The SEG considers and is the lead technical advisory body within CIWM for the collation of information relating to best practices in influencing others, including ISWA, government departments and politicians, and UN and international aid agencies to prioritise the enhancement of sustainable waste management practices, stimulate positive environmental outcomes for mitigation of climate change, reduction of plastics pollution and promote resource efficiency.

The other main purpose of this SEG is to ensure there is continued good liaison and collaboration with ISWA to promote positive outcomes for the work of both organisations.

The Skills for the Future Strategic Expert Group

The Skills for the Future Strategic Expert Group (SFSEG) exists to explore, define, and support the development of current and future skills required in the resources and waste sector.

The Group contributes to shaping strategic direction, informing training and development initiatives, and providing insight into skills needs over both short- and long-term horizons.
