CIWM Presidential Team
Presidential Team members serve as CIWM’s key ambassadors, providing high-level advocacy and leadership. Drawing on their extensive industry expertise, they champion CIWM’s mission and influence environmental policy to advance the circular economy and support the sector's growth. The President serves as the voice of our members and has a role as guardian of CIWM’s professional standards.
President: Vicki Hughes FCIWM
Vicki is the Group Business Development Director at Enva Wood Recycling and has been instrumental in launching many recycled wood products. She was at the forefront of the project to develop the Fire Prevention Plan for wood recycling, the first industry-specific guide of its kind.
Senior Vice President: Liz Parkes MBE FCIWM
Liz is a leader at the Environment Agency, focusing on climate change and collaborating with various government departments. She has extensive regulatory experience and is skilled at inspiring engagement beyond current politics.
Junior Vice President: Marcus Gover FCIWM
Marcus has over 25 years' experience in the environment sector and served as Chief Executive of WRAP (Waste and Resources Action Programme). Previously, he was the Commercial Director at a renewable energy start-up that produced wood pellets from forestry residues and energy crops.
Immediate Past President: David Greenfield FCIWM
David is MD and founder of SOENECS, Prof. of Circular Economy of the University of Brighton, and a founding Partner at atsaW Ventures. David is also non-executive Chair of the CIWM Enterprises Board, NED of Keep Britain Tidy, Trustee and Director of Freeside, Government Adviser to the UK, DEFRA and MHCLG.
Early Careers President: Emma Mulligan
As a Senior Consultant at Rooted with experience at firms like WSP and AECOM, Emma has a strong background in sustainability and waste management, alongside CIWM leadership roles. Emma is dedicated to empowering the next generation of professionals by building an inclusive, dynamic community focused on collaboration, skills, and driving change.
CIWM Trustees
CIWM's Trustees are selected by skill set and are at the peak of CIWM's governance structure. The role of the Trustees is to ensure CIWM meets its charitable objectives and, as part of this, they set the vision and the strategic direction for the organisation.
Iain Gulland MCIWM
Iain Gulland is an internationally recognised leader in the circular economy and former CEO of Zero Waste Scotland. He brings extensive global and national experience driving net-zero transitions, sustainable resource management, and legislative change across the sector.
Trevor Nicoll FCIWM
Trevor is the Assistant Director for Environment & Operations at St Helens Council, responsible for front-line services and climate change. Trevor is an experienced operational resources and environmental professional providing services to residents in an efficient and sustainable manner.
Richard Hulland MCIWM
Richard is the Chief Risk & Assurance Officer for Veolia in Northern Europe and is a board member of Veolia Northern Europe Executive Committee (ExCo), setting the vision and strategy for the business to achieve a positive safety and risk culture. He is also trustee for the Veolia Environmental Trust in the UK.
Anna Willetts FCIWM
Anna is a Partner at gunnercooke and has been practicing environmental law for over 10 years. Prior to becoming a lawyer, she was an environmental consultant. Anna has been a member of CIWM for over 20 years and became a Fellow seven years ago.
Adam Read FCIWM
Adam is an External Affairs Director at SUEZ Recycling & Recovery UK ltd, responsible for government engagement, and stakeholder engagement. Adam has been in the resources sector for over 20 years; first as a local authority recycling officer, then as an academic and lecturer.
Tim Walker FCIWM
Having been active in environmental services for many years, Tim is now Acting Chief Executive of Northern Ireland's waste partnership, arc21. Prior to that, he headed up waste management at Belfast City Council and also sat on or chaired a variety of boards.
Duncan Simpson FCIWM
Duncan is an Owner Director of his own consultancy business which he set up in May 2020. Prior to that Duncan worked in the field of extended producer responsibility for 22 years with Valpak. He is a CIWM Fellow, Scottish Centre Councillor and has worked in both the public and private sector in the industry for nearly 30 years.
John Kutner FCIWM
John is currently Chair of the Investment Committee for Iona Capital. John also sits on the board as Chair for a number of investee companies. John served as Finance Director and Deputy Chief Executive of Veolia Environmental Services since its establishment in the UK 1990.

Consisting of Directors and Heads of Departments, the team guides our efforts involving all key areas including policy, people, standards, finance, learning and development, marketing and membership to effectively support our community and the broader sector.
