CIWM to Deliver Competence Scheme for Waste Controllers and Transporters, Supporting Key New Waste Permitting Reforms
Following the UK Government’s announcement of major reforms to waste management regulations, CIWM is working alongside the Environment Agency to support delivery of the new Controllers and Transporters Competence Scheme.
The reforms, announced by Defra as a critical element in ongoing efforts to tackle waste crime, replace the existing registration system with an environmental permitting regime for waste controllers and transporters across England and Wales. Subject to legislative approval, the new system takes effect in 2027 to allow the sector time to prepare.
A central element of the reform is mandatory technical competence. Under the new approach, operators must prove they are competent to transport waste or make decisions about its movement.
CIWM will deliver and maintain the Controllers and Transporters Competence Scheme route, providing a clear pathway to demonstrate technical competence under the Environmental Permitting Regulations.

The regime introduces three permit types, including ‘Waste Controller’, ‘Waste Transporter’ and ‘Combined Waste Controller-Transporter’.
CIWM is developing the learning materials, assessments, and digital certification needed to help individuals evidence competence efficiently.
While formal requirements come into force alongside the new permitting regime in 2027, operators are encouraged to assess their business needs early. CIWM will provide flexible learning resources and guidance well ahead of go-live to help the sector prepare without operational disruption.
