Jane Hall, is a Chartered Environmentalist and Chartered Waste Manager with over 20 years’ industrial, environmental and waste management experience. She has worked with both commercial organisations and regulators in a senior capacity, as a result, she employs this specialist skill-base to help companies manage resources efficiently and comply with environmental regulations.

With a background in Waste Management and Compliance, and Sustainability, Chantel has experience in implementing sustainable practices across operations, enhancing resource efficiency, and promoting renewable solutions. Currently acting at Interim Regulatory Services Manager at Flintshire County Council, Chantel has spearheaded numerous initiatives aimed at improving efficiency and public engagement in waste reduction efforts including enhanced waste collections and waste minimisation, improved recycling projects,  and the promotion and identification of circular economy opportunities. Chantel is passionate about a creating a cleaner, greener future for the communities of North Wales and is a key advocate for driving sustainable change in the waste management sector.

David is Vice President of Circular Economy Institute (CEI), President of the CIWM, founder of SOENECS and Co-founder of etsaW and Tech-Takeback. In 2024, David was appointed as a member of UK governments Circular Economy Taskforce.  

David has been a volunteer for the CEC and CEI for over 5 years and has run 50+ face to face networking events, including the CEC London, Tour of Circular Businesses on the Circle Line and spoken at over 25 international events for CEC and CEI, including Reuters, Rotary and PWC.

In September 2021, David was appointed as visiting Professor of Circular Economy at the University of Brighton to lecture and work with academics to incorporate circular economy into the curriculum.

In his substantial role, David is managing director and founder of SOENECS (SOcial, ENvironmental & EConomic Solutions), a research and innovation practice. SOENECS provide strategic research, advice, training, solutions, chairing and facilitation on the topics of circular economy, environmental auditing, waste & resource management. David is also the Co-founder and MD Tech-Takeback Ltd.

Jane has had a successful career as a waste and environmental management specialist with over 25 years of industry and public sector experience, bringing an extensive knowledge of waste strategy and environmental legislative change. Jane currently works for Local Partnerships providing technical and specialist support to the Welsh Government, DEFRA and Local Authorities on Policy reforms, infrastructure for hard to recycle materials and service change. Prior to joining Local Partnerships, Jane was previously the Head of Recycling Services for Cardiff Council, delivering a wide array of infrastructure and service change projects, as well as managing the frontline operations. Jane has considerable experience in shaping the strategic direction and policy of organisations, as well as delivering the infrastructure and processes to deliver change through project management. 

As a full member of CIWM, as well as a Cymru Council Member, she is committed to continuous learning for herself and others, sharing expertise but also building better relations and networks for fellow waste colleagues as we transform our industry from waste to resource management. 
 


 

Dr Rebecca Colley-Jones

Dr. Rebecca Colley-Jones is a leading expert in sustainability, the circular economy, and social value, with 30 years of experience working across industry, academia, communities, and public services. Based in North Wales, she is Director of Ynys Resources Ltd, Non-Executive Director of Natural Resources Wales and Chair of the Board for Menter Môn, where she champions sustainable rural development and inclusive innovation. 

Rebecca specialises in co-production, stakeholder engagement, and systems thinking. She has led major programmes that bridge the gap between strategic policy and local delivery in Wales—most recently through her work with North Wales Public Service Boards, the Cylchol project, Cwmni Egino social value strategy. Further afield she is a Circular Economy expert for the EU and has worked on circular plastics with Polyolefin Circular Economy Platform including sitting on the CEN Technical Working Group for recycled plastics. Her international portfolio includes capacity building and training with local communities for waste management and circular practices  in Africa.   

She holds a PhD focused on circular economy business models in the Electrical and Electronic Equipment sector and is a Fellow of the Chartered Institution of Wastes Management. Rebecca is also a skilled trainer and facilitator, known for fostering collaboration and innovation across sectors. 

Her work consistently focuses on creating social and environmental value through practical, place-based solutions. She brings deep technical knowledge, lived community experience, and a commitment to participatory change — making her ideally placed to explore how collaboration can drive circular economy outcomes that benefit people, places, and the planet.

Emma Hallett works in the Collaborative Change Programme as a Programme Lead. Emma has worked for WRAP for eight years.  Before that she spent over fifteen years working in a variety of environmental organisations in recycling and beyond.  She has experience in development policy and practically implementing change. Her skills include programme management, stakeholder management and engagement.  She is a subject expert in local authority waste management and in particular municipal waste policy in Wales.

Andy Hill

Andy Hill is founder and CEO of WATA. He has almost 40 years business experience with 23 years in the waste management sector. Former Market Development Director for SUEZ recycling and recovery UK, Andy’s passion lies in the commercial development of alternative fuels and materials. During his time at SUEZ, he helped establish over a million tonnes of alternative fuels supply to a number of UK and export markets including to the CHP and cement sectors, resulting in SUEZ recycling and recovery UK becoming the largest exporter of alternative fuels and a key player in both EU and non-EU markets. 

Andy is a regular speaker at conferences all over the world both as an independent expert and on behalf of the WRA, and regularly represents industry with key stakeholders such as the Environment Agency, DEFRA and the UK Government.

Andy has 43 years experience of working in the environmental field, including spending the last 27 years in the area of waste strategy.

Andy has been Head of Waste Strategy at the Welsh Government for the last 23 years and is responsible for waste and circular economy strategy policy. Andy was awarded an OBE by the Her Majesty the Queen for ‘services to the environment and recycling in Wales’ in the New Year Honours 2019. In May 2022 Andy was included in the inaugural ENDS “Power List” naming the 100 UK environmental professionals who have made the greatest impact in the last two years – as nominated by their colleagues, clients and competitors. 




 

John Lee

John is head of public affairs for TOMRA in the UK and Ireland. His main area of work is the deposit return scheme. Closely involved with the successful launch of the DRS in the Republic of Ireland John is working closely with key government and industry stakeholders in the four nations of the UK to share TOMRA’s global experience of developing and launching successful deposit schemes. Founded on the invention of the world's first reverse vending machine, TOMRA is now responsible for over 91,000 RVM installations across more than 60 global markets, capturing over 53 billion used beverage containers every year.  
 

 


Dr Nadine Leder

Dr Nadine Leder is a Lecturer in Logistics and Operations Management at Cardiff Business School. Her research focuses on the Circular Economy, with particular expertise in circular operations, circular business models, and circular supply chains. She has contributed to several funded research projects, including the Interreg FACET project, which explored the implementation of circular solutions in the tourism and hospitality sectors across coastal regions in France, the Netherlands, Belgium, and England, and has supported the implementation of Cardiff’s Refill Return Cup Scheme.

Her current work explores the scalability of repair café business models and identifies the skills and capabilities required to design regenerative and Net Zero supply chains. She is also researching experiential learning approaches to identify the sustainability and circularity skillsets that graduates require to succeed in an evolving job market. Prior to joining academia, she gained industry experience working in logistics within a machinery and plant engineering organisation in Shanghai.



 

Bettina Gilbert

Bettina is Director of Resource Management at WRAP and is responsible for working with businesses and the public sector to increase the amount of material that is reused or recycled back into the world economy and reducing the reliance on virgin materials. 

Within this role, Bettina is responsible for designing and delivering technical support and investment mechanisms to drive innovation, increase recycling, repair and reuse and to create a resilient and resource-efficient circular economy. 

Since joining WRAP in 2010 Bettina has led business support and investment programmes in the UK and beyond, working with organisations in the textiles, resource management, food and drink, manufacturing, and public sectors. With a background in market and knowledge management, Bettina has over 20 years’ experience in design, delivery and management of technical support and financial mechanisms for businesses and has an MBA from the University of Warwick. 



 

George Cole

George is a Strategy Director at Local Partnerships specialising in public policy and the transition to a more circular economy. He has supported the Welsh Government, Defra, Scottish Government, and intergovernmental organisations such as the UN, European Commission and World Bank on issues relating to waste, plastic pollution and climate change. He is currently supporting the Welsh Government on the Deposit Return Scheme policy in Wales.

Sean Crowley has worked across the design spectrum in film, opera, theatre and television, designing over 200 productions for companies across Wales, the UK and Europe during a 35-year career. Sean became Head of Design at RWCMD in 1999 and then also the Director of Drama in 2011.

Recognising the need for accessible information and updates within the recycling industry, Ben founded "Recycle Link Wales," a free industry tool aimed at providing information and updates on Wales' recycling landscape.
