Guidance for Landfill Sector
Technical requirements of the Landfill Directive and Integrated Pollution Prevention and Control (IPPC)

This guidance aims to provide Operators and the Environment Agency’s officers with advice on indicative standards of operation and environmental performance relevant to landfill sector.
The guidance also aims to provide clear structure and methodology for Operators to follow to ensure they address all aspects of the PPC Regulations, the Landfill Regulations and other relevant Regulations, that are in force at the time of writing. Also, by expressing the Best Available Techniques (BAT) as clear indicative standards wherever possible, it also aims to minimise the effort required by both operator and the Environment Agency to apply for and issue, respectively, a permit for an installation.

The key issues for the landfill sector include:

 waste acceptance 
 groundwater protection including leachate management 
 landfill gas management 
 the integration of pollution control systems

The Environment Agency welcomes comments on this guidance note, particularly in relation to the topics mentioned above.
