CIWM Features on Sky News to Discuss New Technology Measures to Tackle Waste Crime
Dan Cooke, Director of Policy, Communications and External Affairs at CIWM, appeared on Sky News today to discuss the launch of the Environment Agency’s new specialist drone unit and associated measures, a development CIWM welcomes as a clear "sign of determination" in the ongoing effort to tackle the scourge of illegal waste crime.
During the primetime segment, Cooke highlighted that while the resources and waste sector has been calling for accelerated action for several years, these new practical measures represent a positive and major step forward in disrupting the organised criminal networks currently blighting the industry. The introduction of a 33-strong drone squad, equipped with specialist technology to create high-fidelity 3D maps of illegal sites, should provide the rigorous evidence necessary to secure swifter prosecutions.
As the leading professional membership body for the resources and waste sector, CIWM is encouraged by the deployment of this technology on a larger, more coordinated scale. This is an important move towards levelling the playing field for legitimate operators who are frequently undercut by the illegal activities that seek to undermine the sector’s high standards and professional integrity.
Cooke also noted the importance of new digital interventions, such as the cross-checking of HGV operator licences against waste permitting records. By targeting the logistics of waste crime, the Environment Agency can better identify criminals attempting to use transport licences as a front for illegal tipping and intercept the movement of illicit materials before they reach ‘super sites.’ He also called for the accelerated introduction of new measures, such as the proposed Controllers and Transport Regulations, to further strengthen regulatory powers.
Cooke said: “While CIWM applauds the Environment Agency for its progress and the £15.6 million boost to enforcement funding, we remain clear that resources are currently inadequate and that technology alone is not the complete solution.
“CIWM has made a clear call for a Waste Crime Taskforce or round-table approach, ensuring that all levels of government work together with enforcement agencies, the resources and waste sector and other key parties to systematically analyse current gaps and shortcomings, consider new policy and practice improvements and best ways to rapidly remediate tipped sites and hold perpetrators fully to account.
