CIWM POSITION STATEMENT ON ALTERNATIVE WEEKLY COLLECTION
CIWM have issued the latest in our position statements on topical waste and resource management issues on alternative weekly collection schemes. CIWM believes that alternate weekly collection can be a valuable part of a local authority’s strategy to reduce waste and maximise recycling, but its introduction should be their choice,

KERBSIDE COLLECTIONS – FACTORS FOR SUCCESS
Remade Scotland has undertaken a survey of Scottish kerbside recycling schemes
to identify factors delivering high recyclate recovery. The first phase of the project
has reported the data collected from Scottish Authorities and highlights patterns associated with high performing councils. For more information

SITE WASTE MANAGEMENT PLANS FOR THE CONSTRUCTION SECTOR
Defra has launched a consultation to require those carrying out construction and demolition projects in England to develop and follow site waste management plans. Previously a voluntary agreement to produce the plans had existed, however; the proposals are expected to make them become mandatory. The plans must detail
the amount and type of wastes produced and how wastes will be re-used, recycled
and disposed of.

WRAP LAUNCHES LATEST LAUNCHES CAPITAL SUPPORT PROGRAMME FOR AGGREGATES
WRAP has launched its latest capital support programme aimed at increasing the production of Recycled and Secondary Aggregates (RSAs) in England and Scotland,
and reducing material going to landfill. The programme is part of WRAP’s current Business Plan target to divert 1.7 million tonnes of material from landfill or avoid extraction from primary resources by March 2008, with separate schemes for
England and Wales being introduced. See

GUIDANCE ON MANAGEMENT OF SHOPPING TROLLEYS
Defra have published guidance on the management of the 10,000 shopping trolleys
that are stolen and ‘dumped’ every year. The guidance aims to foster closer co-operation between trolley owners and local authorities and to share good practice between retailers on prevention of trolley losses.

CONSULTATION ON CPA TO CAA
The Government has formally commissioned work to replace Comprehensive Performance Assessment (CPA) of councils.  A new lighter touch risk-triggered inspection and audit regime, Comprehensive Area Assessment (CAA) will be in

ENVIRONMENT AGENCY UPDATE ON USE OF HIGHER LANDFILL WAC
The Environment Agency has issued a briefing note updating the situation with
the use of higher landfill waste acceptance criteria limit values for hazardous wastes. The Agency will consider time limited variations to PPC permits for specific wastes streams under certain criteria to allow for higher levels of Total Organic Carbon.
If the higher limits are accepted then they will cease to apply from July 2008.

FLYCAPTURE ENFORCEMENT TRAINING PROGRAMME
The FlyCapture Training Programme is a national training programme developed by Defra, the Environment Agency and the Welsh Assembly Government designed for
local authority enforcement staff and lawyers. The programme is now ready for
delivery with the first courses initially scheduled to run at least once in each region
