GUIDANCE ON WEEE ISSUED BY DTI
Guidance on the Waste Electrical and Electronic Equipment (WEEE) Regulations has been issued by the Department of Trade and Industry. The Guidance lays out the obligations of the WEEE regulations placed on the producer and retailers. The guidance also lays out the roles and implications for Local Authorities, the waste management industry, the charitable and voluntary sector, and implications for users and consumers of EEE.

UK RETAILERS AGREE TO CUT IMPACT OF CARRIER BAGS
UK retailers have agreed to reduce the environmental impact of their carrier bags by 25 percent by the end of 2008. The response comes from a combined call for action from environment Ministers in England, Northern Ireland, Scotland and Wales, who have agreed to support the campaign, together with the British Retail Consortium (BRC) and WRAP (the Waste and Resources Action Programme). HOUSEHOLD WASTE PREVENTION PLAN
A plan to cut the amount of household waste by a quarter of a million tonnes over the next three years was released this week by the Executive and the Scottish Environment Protection Agency (SEPA). They will work with a range of bodies such as the Waste and Resources Action Programme, to halt and reverse the current trend of rising household waste.

LOCAL AUTHORITIES CUT CHEWING GUM LITTER
Local authorities have been invited by the Chewing Gum Action Group to apply for funding for advertising to support campaigns to tackle the issue of chewing gum litter. Results for the fifteen authorities who successfully bid for and ran campaigns in 2006 are published today; the average outcome in 2006 was a reduction of 38 percent. For more information see

ACTION TO TIGHTEN SHIP RECYCLING STANDARDS
The UK Government has published a strategy to ensure that ships are recycled to acceptable health, safety and environmental standards, particularly in developing countries. The UK has decided to develop its own strategy to bring any agreement into force. Defra minister of state Ben Bradshaw said that the UK needed to take action now to secure sustainable ship-recycling practices. PRIMARY AGGREGATES SURVEY IN ENGLAND
The Department of Communities and Local Government have issued a survey looking at the use of alternatives to primary aggregate use in England. The survey estimates 88.63 million tonnes of Construction, demolition and excavation waste arising in 2005, with 42.07 million tonnes of this going into recycled aggregates. See

EU COMMUNICATION ON THE INTERPRETATION OF WASTE AND BY-PRODUCTS
A communication from the EU has sought to assist in distinguishing by-products from wastes. The guidance sets out a decision tree to help in the determination, including deciding whether the material from a production process ‘ use is certain, whether the material is ready for use without further treatment and whether the waste is produced as a direct part of the production process.

CONSULTATION ON NON-AGRICULTURAL WASTE POLLUTION IN ENGLAND AND WALES
The consultation papers cover the development of mechanisms under the Water Framework Directive to tackle two different sets of pressures on the water environment. One covers Non-Agricultural Diffuse Water Pollution and the other covers mechanisms to deliver Water Framework Directive requirements on hydromorphology. See

EPA HIGHLIGHTS 2006
The Environmental Protection Agency (EPA) for the Republic of Ireland has issued their annual highlights report for 2006. The report summarises the EPA key activities of the year including undertaking 133 audits and 771 inspections of IPPC and waste licensed facilities; enforcement on unauthorised waste activities and lead on national waste prevention programmes and implementation of WEEE.
