Prof Jim I Baird FCIWM
Caledonian Environment Centre

Chairman Scottish Centre

Prof Jim Baird is the Director of the Caledonian Environment Centre at Glasgow Caledonian University, a General Councillor of the Institution, Scottish Centre Councillor and Vice Chair of the Scottish Centre and a chartered civil engineer.  He mainly works with Scottish Local Authorities and the Scottish Executive to deliver a recycling and waste management strategy in accordance with Scotland's National Waste Plan.

Prof Jim Baird is also a General Councillor.


Dr Colin F Clark FCIWM              
Highland Council

Colin was born and brought up in Greenock. He studied Environmental Health at Strathclyde University graduating in 1981 with BSc 1st Class honours. REHIS medal for top student of 1981. Proceeded to collect a MPhil in Public Health Engineering and PhD from the same institution.
Began career with Inverclyde District Council. Then moved to Strathclyde University , Dept of Civil Engineering as lecturer in 1989 and left as Senior Lecturer and Head of Environmental Health in 2000 to join Highland Council.
Appointed Head of Waste Management in April 2001.
Along the way was seconded to the Scottish Centre for Infection and Environmental Health (part of the NHS), travelled the world – even getting to Everest base camp on a medical and environmental expedition.
Professionally -  currently Scottish Centre Secretary and Councillor of Chartered Institution of Wastes Management. He also sits on the Science and Technology Committee of CIWM.

Mr John F Crawford BSc CEnv FCIWM Ch.EHO FREHIS

John Crawford is a self-employed Waste Management Consultant and has been a Centre Councillor since 1988. He has spent over 39 years working at a senior level in the academic, public and private sectors of the waste business in Scotland and is currently retained as Technical Adviser to the Caledonian Environment Centre in Glasgow Caledonian University.
He was Scottish Centre Chair 1996-98; Centre Public Relations Officer 1994-2006; and a CoSLA Waste Adviser 1996-2002
He is the author of a number of technical papers, articles and publications on Scottish environmental issues.


Miss Karen Anderson MCIWM
West Lothian Council

Karen started her waste management career in 1986 (hard to believe !!!) as a trainee Cleansing Officer with Renfrew District Council. She trained for three years in all aspects related to municipal waste management including engineering (incineration) and transport. This was supplemented by a three year course at Stow College Glasgow where she attained  an HNC in waste management and won the James Sumner Award. After a short spell as a cleansing technical officer she then moved to Kilmarnock and Loudoun District Council where she took up the position of Cleansing Officer. Prior to reorganisation in 1996 Karen became Acting Assistant Director of Cleansing and Environmental Health and was then given the post of Assistant Operations Manager with East Ayrshire Council.

In 1997 Karen moved to West Lothian Council and is currently employed as Waste Manager there.

Karen has been an active member of the Chartered Institution of Waste Management since her career began and has been a Scottish Centre Councillor since 1998. She was the first female Chair elected to the Scottish Centre Council and held that position from 2004-2007.

She currently represent the Local Authority perspective of the Institute and has been a CoSLA link advisor for the past 6 years. This role led to a very active position in the negotiations at Scottish Executive and Ministerial Levels to assist in achieving the aspirations of Local Authorities and raise concerns over forthcoming challenges in legislation particularly those of the Landfill Directive.

Karen has two beautiful little girls Jessica and Emily who have been brought up using real nappies. (She's very sure that when Jessica grows up she will be very proud of all her pictures showing her real nappy clad bottom that have been used on bill boards throughout the country !)

In addition Karen would like to place on record that she had not even been born yet when George Niblock commenced his career with East Kilbride Council.


Mr Trevor Jones MCIWM (Co-Opted Member)
North Ayrshire Council

(General Councillor)

Trevor has worked in Scottish Local Government all of his working life. He entered into management in 1988 as Assistant Director of Cleansing with the then Cunninghame District Council focussing on regulatory control of waste disposal operations.  During Local Government reorganization in 1996 Trevor assumed the role of Operations Manager responsible for Transport and Cleansing for North Ayrshire Council. 
With the launch of the National Waste Strategy in 2003 and the requirement for Council's to make significant changes in waste management and service delivery Trevor was appointed as Waste Strategy and Operations Manager for North Ayrshire Council.


Mr Ken Morin, I Eng, CEnv, MICE, FCIWM
Caledonian Environment Centre

Ken has around 30 years experience of the waste management industry and professional training as a Civil Engineer, also holds an HNC in Business Studies, Diploma in Waste Management and is a Fellow of the Chartered Institution of Wastes Management (FCIWM) as well as a former Chairman of the Scottish Centre of the CIWM and also of the Environmental Service Association.  From 1996 to 2000, he was a founder Board Member of SEPA West.  He is a Chartered Environmentalist and a Chartered Waste Manager.
Previously held various positions within Shanks' waste management operations including Technical Services Manager and Technical Director, before being appointed Managing Director of their Northern division and from 1999 to early 2001 was Director of Business Development for the Shanks Group, covering all of the Group's operations in the UK, Belgium and Holland and a member of its Executive Committee.
In May 2001 Ken became Managing Director of Alba Resource Recovery Ltd., a new company formed to provide Scotland's integrated waste management services and recover resources, primarily from the municipal waste stream, in line with the National Waste Strategy. 
In August of 2005 Ken joined Faber Maunsell as Director - Waste Management and in August 2006 took up the position of Commercial Director at Caledonian Environment Centre.


G M Niblock FCIWM, Ch.EHO MREHIS, CEnv


George commenced employment in the waste management industry in 1966 with East Kilbride Council and progressed up the ladder to become Director of Environmental Health for Gordon District Council.  He retired from local authority employment to form his own waste management consultancy.  He was also a Senior Consultant with leading technical and management consultants Jacobs.

He has been a member of the Scottish Centre Council of CIWM since 1992 and is a past Chairman.

He was an advisor to COSLA and to the Scottish Office / Executive.  He has a particular interest in waste management Planning.  He participated in the production of Planning Advice Note 63  Waste Management Planning . He has regularly made presentations at all levels from major conferences to small community groups and enjoys the direct interaction with members of the public.

George states that he is passionate about street cleansing issues especially litter.  He represented COSLA on the Scottish Executive group which reviewed Litter and Fly Tipping issues.

He claims that the highlight of his career was escorting Miss United Kingdom who was in hotpants, through East Kilbride Town Centre while she distributed ‘ten bob notes’ to members of the public observed using a litter bin.  He took her for a drink afterwards but cannot remember if he claimed it on his expenses.


Mr Duncan Simpson MCIWM
Valpak

Duncan is based in Scotland and has responsibility for the recruitment of WEEE members to Valpak. He also provides a role liaising with the regional Agencies and Executive in Scotland. He joined Valpak in May 1998.
Duncan has nearly 17 years experience working in waste management. He has been a recycling officer and strategic waste officer in local Government, is a member of the CIWM and has been a Scottish Centre Councillor.
He holds a BSc in Town and Regional Planning from Dundee and an MSc in Technology Management from Stirling with specialist modules in Risk Management and Waste Management.
