| SCOTLAND CENTRE COUNCILLORS | | For those of you that don’t already know let us explain about the internal workings of centre council and dispel the myths. CIWM has 10 regions in the UK with each region hosting a centre council. Scotland has a centre council made up of 9 voluntary posts which are elected for 3 year terms by full members and fellows. Within these 9 posts there is a chair, depute chair and centre secretary, whom are the main points of contact for centre council. Scotland Centre also has 2 general councillors who represent Scotland on a national CIWM level. Both general councillors attend national business to ensure consistent communication between Scotland region and all other regions including head office. The chair is voted for a 2 year term by the centre council. The work of centre council is to provide representation and independent communication between government, amongst others and CIWM Scotland members. They respond to consultations, attend steering groups, and collate position papers with fairness and impartiality. Your centre council provide key technical input to a number of crucial works.

| Current Chair | | Dr Colin F Clark FCIWM Highland Council Colin was born and brought up in Greenock. He studied Environmental Health at Strathclyde University graduating in 1981 with BSc 1st Class honours. REHIS medal for top student of 1981. Proceeded to collect a MPhil in Public Health Engineering and PhD from the same institution. Began career with Inverclyde District Council. Then moved to Strathclyde University , Dept of Civil Engineering as lecturer in 1989 and left as Senior Lecturer and Head of Environmental Health in 2000 to join Highland Council. Appointed Head of Waste Management in April 2001. Along the way was seconded to the Scottish Centre for Infection and Environmental Health (part of the NHS), travelled the world – even getting to Everest base camp on a medical and environmental expedition. Professionally - currently Scottish Centre Secretary and Councillor of Chartered Institution of Wastes Management. He also sits on the Science and Technology Committee of CIWM. | Depute Chair and rep on Education, training and membership committee | | Mr Duncan Simpson MCIWM Valpak Duncan is based in Scotland and has responsibility for the recruitment of WEEE members to Valpak. He also provides a role liaising with the regional Agencies and Executive in Scotland. He joined Valpak in May 1998. Duncan has nearly 17 years experience working in waste management. He has been a recycling officer and strategic waste officer in local Government, is a member of the CIWM and has been a Scottish Centre Councillor. He holds a BSc in Town and Regional Planning from Dundee and an MSc in Technology Management from Stirling with specialist modules in Risk Management and Waste Management. |  |
| Hon. Centre Secretary | | Rosie Traynor BEng (Hons), MSc, MCIWM Faber Maunsell Rosie is a Principal Environmental Engineer with Faber Maunsell, based in their Edinburgh Office. She studied Mechanical Engineering at Manchester University and went on to do an MSc in Pollution and Environmental Control, where she first got involved in waste. Since graduating in 1993 she has been working as a consultant to various public and private clients on waste management and environmental engineering projects. She has just joined the Scottish Centre Council as Centre Secretary. |  |
| Centre Councillor | | Karen Anderson MCIWM Renfrewshire Council Karen started her waste management career in 1986 (hard to believe !!!) as a trainee Cleansing Officer with Renfrew District Council. She trained for three years in all aspects related to municipal waste management including engineering (incineration) and transport. This was supplemented by a three year course at Stow College Glasgow where she attained an HNC in waste management and won the James Sumner Award. After a short spell as a cleansing technical officer she then moved to Kilmarnock and Loudoun District Council where she took up the position of Cleansing Officer. Prior to reorganisation in 1996 Karen became Acting Assistant Director of Cleansing and Environmental Health and was then given the post of Assistant Operations Manager with East Ayrshire Council, she then worked with West Lothian Council. In 2008 Karen moved to Renfrewshire Council and is currently employed as Amenity Services Manager there. Karen has been an active member of the Chartered Institution of Wastes Management since her career began and has been a Scottish Centre Councillor since 1998. She was the first female Chair elected to the Scottish Centre Council and held that position from 2004-2007. She currently represent the Local Authority perspective of the Institute and has been a CoSLA link advisor for the past 8 years. This role led to a very active position in the negotiations at Scottish Executive and Ministerial Levels to assist in achieving the aspirations of Local Authorities and raise concerns over forthcoming challenges in legislation particularly those of the Landfill Directive. Karen has two beautiful little girls Jessica and Emily who have been brought up using real nappies. (She's very sure that when Jessica grows up she will be very proud of all her pictures showing her real nappy clad bottom that have been used on bill boards throughout the country !) |  |
| Centre Councillor and General Councillor | | Prof Jim Baird FCIWM Caledonian Environment Centre
Prof Jim Baird is the Director of the Caledonian Environment Centre at Glasgow Caledonian University, a General Councillor of the Institution, Scottish Centre Councillor and Vice Chair of the Scottish Centre and a chartered civil engineer. He mainly works with Scottish Local Authorities and the Scottish Executive to deliver a recycling and waste management strategy in accordance with Scotland's National Waste Plan. Prof Jim Baird is also a General Councillor. |  |
| Centre Councillor | | Chris Ewing MCIWM Fife Council Currently employed by Fife Council as Environmental Sustainability Manager with responsibility for Waste Strategy, Contaminated Land, Air Quality, Carbon Emissions Reduction, and Waste Treatment & Disposal. Began working life as an Environmental Health Officer, working for a number of Scottish councils before developing an interest in waste management. Joined Dunfermline District Council in 1987 as Assistant General Manager (Waste Mgt) for six years before moving to work with UK Waste as Scottish Development Manager. Following the acquisition of UK Waste by Biffa Waste Services I worked as location manager in Edinburgh before joining Fife Council in my current role in 2002. |  |
| Centre Councillor | | Stratton Macdonald MCIWM South Ayrshire Council Stratton Macdonald is an Environmental Health Officer by profession and a Chartered Waste Manager. his career began in 1973 with Ayr County Council, based in the Kilmarnock Division. After qualifying as an EHO he worked for three years in Cumnock and Doon Valley District, before returning to Kyle and Carrick District Council in 1983 to take up his first post in waste management, based in Ayr.
Stratton has worked in wastes management and public cleansing services since 1983 and recognises the tremendous improvements in technology and professionalism that have taken place in the industry over that period. As a newly elected Centre Councillor for Scotland, Stratton is keen to make every effort to promote the CIWM , so that the organisation continues to be the foremost professional body in the UK for the waste and resource industry. His current post is as Group Leader-Waste Strategy with South Ayrshire Council, based in Ayr, and he represents the Council on the Ayrshire Joint Strategic Waste Management Project Group, the Cosla Waste Manager's network, and he is also the current Scottish executive representative for LARAC. Statton says 'We all have to take a break from work sometimes though, and I still play football twice or three times per week (if I am allowed!) on a very small five-a-side pitch, which I am glad to say is made from recycled tyres! I also play golf at Prestwick St. Nicholas, and am pleased to mention that I was on the winning team in 2009 at the CIWM golf day at Crowwood, although my contribution to winning was negligible! In conclusion, I am very pleased to have been elected to serve as a Scottish CIWM Centre Councillor for the next three years, and I can assure you that I will continue to make every effort to promote the professional qualities of the CIWM during my working career'

| Centre Councillor | | George M Niblock FCIWM, Ch.EHO MREHIS, CEnv Niblock Environmental He has been a member of the Scottish Centre Council of CIWM since 1992 and is a past Chairman. George commenced employment in the waste management industry in 1966 with East Kilbride Council and progressed up the ladder to become Director of Environmental Health for Gordon District Council. He retired from local authority employment to form his own waste management consultancy. He was also a Senior Consultant with leading technical and management consultants Jacobs. He was an advisor to COSLA and to the Scottish Office / Executive. He has a particular interest in waste management Planning. He participated in the production of Planning Advice Note 63 Waste Management Planning . He has regularly made presentations at all levels from major conferences to small community groups and enjoys the direct interaction with members of the public. George states that he is passionate about street cleansing issues especially litter. He represented COSLA on the Scottish Executive group which reviewed Litter and Fly Tipping issues. |  |
| Centre Councillor | | | Linda Ovens BSc MCIWM Entec UK Ltd
Linda began her waste career in 1993 as site chemist for UK Waste’s hazardous waste treatment and transfer facility at Kilsyth. After 4 years, she moved to consultancy specialising in waste strategy, licensing and contaminated land for Entec UK Ltd and after brief spells at two other consultancies, returned to Entec in 2004 to head up the Scottish waste management team. The majority of her work is with central/local government and local waste management companies in Scotland and the north east of England mainly focussed on waste strategy, contract procurement, permitting and licensing. She has recently returned to work following the birth of her first child and is enjoying the challenge of work versus family. Linda has always been a keen supporter of the CIWM particularly its opportunities for networking and career development and after serving the New Generation Group for a number of years is delighted to have graduated to Centre Council. She also sits on the Executive Committee of the Scottish Environmental Services Association (SESA) and is therefore well connected and informed on the latest goings on within the Scottish waste management industry. |  |
| Centre Councillor | | Wendy Rayner MCIWM WR Environmental
Wendy Rayner is a specialist in healthcare and hazardous waste management. She has a background in consultancy and works as a freelance consultant whilst juggling her role and travel as Global Environment Manager for a recycling and producer responsibility company. Wendy is an active member of the CIWM, she is the current Chair of the CIWM Healthcare Waste Special Interest Group and prior to joining the CIWM Scottish Centre Council, Wendy was Chair of the CIWM Scottish New Generation Group. |  |
| General Councillor | | Trevor Jones MCIWM North Ayrshire Council
Trevor has worked in Scottish Local Government all of his working life. He entered into management in 1988 as Assistant Director of Cleansing with the then Cunninghame District Council focussing on regulatory control of waste disposal operations. During Local Government reorganization in 1996 Trevor assumed the role of Operations Manager responsible for Transport and Cleansing for North Ayrshire Council. With the launch of the National Waste Strategy in 2003 and the requirement for Council's to make significant changes in waste management and service delivery Trevor was appointed as Waste Strategy and Operations Manager for North Ayrshire Council. |  |

Catherine is the Regional Development Officer for CIWM Scotland where she has been in post for over 2 years. Prior to that she was part of SEPA’s National Waste Strategy team working on education and awareness projects. Catherine has a strong desire to develop the institution in Scotland and ensure all members feel part of CIWM in Scotland! |  |
