Enda Kiernan FCIWM Senior Executive Engineer, Waste Management Operations, Cork County Council Enda has worked in the Local Authority service since 1997, specialising in Waste Management and in Waste Operations in particular. His experience includes waste licence applications for landfill facilities, waste licence implementation on landfill and civic amenity facilities, environmental management systems, project management of the design, construction and operation of civic amenity facilities, landfill cell and capping construction. He has been involved in preparation of tender documentation and tender evaluation of waste related infrastructure. Other areas of expertise relate to the permitting of waste facilities, waste enforcement, street cleansing and infrastructure development, CA Site Construction Programme and implementation of the WEEE Directive in Ireland. He was Project Manager for the introduction of Pay By Weight and the Kerbside collection of Dry Recyclables in South Cork. This involves the distribution of 80000-wheeled bins, the purchase of new collection vehicles, public communications and the upgrading of existing bin lifter stock. He has advised LARAC, WRAP, DEFRA & CIWM in 2007 on the ongoing consultations in connection with the planned 5 pilot incentive scheme for charging by weighing as set out in the UK`s Climate Change Bill. He was involved in an operational sub - committee established by the Irish Dept. of the Environment in 2004 on the implementation of the WEEE Directive. He is currently a member of the National Waste Prevention Committee.

Martin Hogan MCIWM Centre Councillor Strategic Development Manager, Biffa Waste Services Ltd Martin Hogan has a broad expertise and competence in technical, environmental and policy issues within the waste industry. He has previously been an Irish representative on the Organics Recycling Committee and Energy from Waste Working Groups in FEAD, the European Waste Industry Federation in Brussels and the Oil Recycling Association UK. Martin Hogan has recently been nominated to the CIWM's Scientific and Technical Committee on behalf of CIWM Ireland. Martin is a Chartered Waste Manager, Chartered Chemist and Chartered Safety professional whose experience lies mainly in the waste, pharmaceutical and bioenergy sectors. In the early 1990's, Martin helped deliver Ireland's first and only soil remediation plant, a project supported by the inimitable environmental campaigner David Bellamy. He led the development of a voluntary industry standard for recovered fuels with the EPA in Ireland long before Quality Protocols were in vogue. He established a state of the art laboratory to monitor process and fuel quality and provide certificates of analyses with the quality product. Martin won an Ericsonn Business Innovation Award for this work on recycling and recovery. He has had some interesting jobs in his time including acting in a voluntary capacity with the Pharmaceutical Industry, local Health Boards and the Irish police to safely destroy Class A drugs using EfW techniques. He was involved in the specification, production and export of SRF from hazardous and non-hazardous wastes into the EU and as a former DGSA inspected trans-border shipments of waste. His varied career includes the investigation of illegal landfills and supporting environmental energy projects such as the development of Combined Heat and Power solutions at Wyeth Ireland. He was a founder member of the Bioenergy and Biorefining Competence Centre. Martin was involved in the development of hazardous waste treatment and EfW capacity in Ireland before joining Greenstar where he later developed plans for mechanical separation and biological treatment plants including large-scale Anaerobic Digestion (AD) plants in Ireland for food processing wastes and animal by-products. Last year he supported Verdant (now Biffa Municipal) to win the Thurrock Biowaste contract and he has been part of the Biffa Development team which has successfully been shortlisted for a number of large MBT and EfW PFI opportunities. He is currently Project Managing specific tenders for the development of AD assets at Poplars and elsewhere. |

Professional Experience: Upwards of 25 years relevant working experience covering both regulatory (Enforcement) and commercial (Consultant) sectors of the profession. Bill is employed by Repak - the national packaging and packaging waste 'Approved Body' in Ireland as their Collection's Services Manager. The functions of the post requires the management of the contracted services of Recovery Operators to Repak to meet national targets set for the recovery and recycling of ROI packaging waste. Involves also the liaison with many other stakeholders such as the DoE, EPA, Rx3, IWMA, Plastics Europe, EEA, APEAL, ALUPRO, PRO Europe, etc. Bill is an appointed member of the National Strategy Group on Packaging Waste Recycling since 2004. He has contributed to the expert workshop for EEA Report No. 3 of 2005 on Effectiveness of packaging waste management in selected countries: an EEA pilot study. Undertook fact finding inspection of a number of Paper mills and plastic factories in China in 2007. Represented Ireland on Pro Europe presentation to EU Waste Directors on the recycling market crisis in 2008/9. Participant in Government task force formed to address the crisis.

Conor McGovern Conor McGovern is an Environmental Scientist and Chartered Waste Manager specialising in solid waste management, energy and sustainability issues with a particular focus upon on biological treatment of waste and regulatory compliance issues. Conor has worked in the environmental sector since 1996. Conor employer is RPS Group, for whom he conducts waste management consulting work. He is the Organics Manager of rx3 (the Market Development Programme) for the Department of Environment, Heritage, and Local Government. In this role, Conor works to develop markets for the products of the organic waste treatment industry in Ireland including compost and anaerobic digestate. Prior to joining RPS, Conor worked with a large waste management company 2001-2006 on a variety of waste management related projects. Conor was Treasurer, then Chair of Cré, the Composting Association of Ireland, from 2003-2008. During this time Cré developed a quality standard for compost, produced a compost market development handbook, and conducted an extensive marketing programme including study tours, meetings, conferences and training programmes and hired a fulltime administrator to manage these activities.
