Jo has been working in the waste management industry in Northern Ireland for twelve years. She has worked for SKM Enviros (formerly Enviros Consulting) in Belfast since graduating in 1999 and currently manages teams of consultants in Belfast, Dublin and Edinburgh. Her work was initially in the strategic waste sector, working on the arc21 Waste Management Plan and a number of waste surveys for the DOE. Jo also works extensively for the private waste sector and has developed a particular interest in waste planning work, preparing Environmental Impact Assessments (EIA) for waste facilities across the country and advising in the areas of waste licensing and Pollution Prevention Control (PPC). Her experience covers planning and licence/permit applications for landfills, in-vessel and windrow composting, anaerobic digestion, Mechanical Biological Treatment and Materials Recycling Facilities. A further area of work and interest is the development of the renewable energy industry in Northern Ireland and the emerging links between this and the waste sector.

 Andrew Cassells MCIWM
CIWM (NI) Corporate Strategy Working Group

Director of Operations
Magherafelt District Council
50 Ballyronan Road, Magherafelt, Co.Londonderry, BT45 6EN

Telephone:         02879 397 979
E-Mail:                  andrew.cassells@magherafelt.gov.uk

Andrew is currently Director of Operations with Magherafelt District Council where his responsibilities include the full remit of waste management activities from collection to treatment and disposal. Magherafelt achieved recycling/composting rate of over 50% for its household waste in 2009/2010 and is set to improve on this figure in the current year. Andrew has worked in waste management since 1993 in both the public and private sectors. Whilst his first degree is in Mining Engineering he was awarded an MSc from the University of Stirling in Sustainable Development in 2008. He is also a Chartered Engineer and a Chartered Environmentalist. His strong belief is that 'end of pipe' solutions are inappropriate for the management of waste in the 21st century and that each 'layer' of the waste hierarchy should be exhausted as economically as possibly before the following 'layer' is considered. In addition, he considers that innovative thinking and the application of cross industry technologies have an important part to play. Within the Northern Irish context, which consists predominantly of small (in the UK sense) rural based Councils, he remains unconvinced that 'big is beautiful' and is more inclined towards a 'mixed economy' model which encourages waste treatment as close to the point of production as possible. Having been a Member of the Institution since 1996 Andrew brings to the NI Centre significant experience gained from both the public and private sectors. His predominant focus is on the people centred advancement of waste management in a sustainable development context.

 Barry Patience MSc MCIWM
CIWM (NI) Corporate Strategy Working Group

Waste and Environmental Manager
Banbridge District Council
Civic Buildings, Downshire Road, Banbridge, BT32 3JY

Telephone:         02840 660 600
E-Mail:                  barry.patience@banbridge.gov.uk

Barry graduated with a BSc in Social Policy (1995) then volunteered full time in the Citizens Advice Bureau until gaining my first job in Community Development six months later. He joined Belfast City Council (1999) working within the waste section encouraging community groups in 'hard to reach' categories to engage with issues such as litter/recycling. He then went on to joined Banbridge District Council (2005) where he was responsible for recycling via kerbside sort contract and community recycling centres.
Barry's work now encompasses the continuation of ISO14001 Council-wide and he is involved in all levels of waste management; writing tenders, job specifications, internal/external auditing, establishing and managing contracts while planning for efficiencies and future improvements. Since 2008 his remit has included the establishment and management of Restore - a project that diverts waste from landfill, offers safe household furniture and electrical items to the public while training people who are long term unemployed, have health issues or wish to volunteer.
He has enhanced his understanding of the waste industry via his MSc for Environmental Management and as a result of mentoring, advice and support gained from members of the CIWM.
If elected he will continue to develop, strive to pass experience on to others and encourage those in the industry who aren't members to join.
He sees himself continually learning and developing his talents and skills to help improve efficiencies and reduce the impact of waste on society - an ever-changing field - as a member of CIWM in whichever role or part he is able to play.
