Barbara Leach   MCIWM
Centre Chair

Barbara Leach works for Waste & Resources Action Programme (WRAP) as Evaluation Manager where she is responsible for devising ways for the organisation to measure and report on its achievements, as well as providing cross-organisation advice on research methods and data management. Prior to joining WRAP in 2006, she led MEL Research's environment and waste team, where she specialised in waste monitoring, evaluation, data and research issues. In 2000 Barbara was awarded a doctorate in waste management policy from Birmingham University. She currently sits on the advisory board of the Resource Recovery Forum as well as being an active member of the CIWM's Midlands Centre.

Caroline Jackson MCIWM
Vice Chair

Caroline started her career in the waste management industry 17 years experience within the waste management area. She started in local government undertaking project management activities. This was followed by a period in consultancy for a major infrastructure contractor, managing environmental, safety and quality risks on site.

She currently works at Staffordshire University, working to try and marry the needs of industry with the capabilities locked within academia. There are two sides to the Institute for Environment, Sustainability and Regeneration as we know it; academic and commercial. Caroline is positioned in the commercial side of it where she is responsible for managing commercial research and a number of funded projects.

She has a degree in Environmental Technology from the University of Wolverhampton and an LL.M in Environment Law from Staffordshire University. She is a Chartered Waste Manager and a Chartered Environmentalist.

Kirstin Roberts   
Co-opted
Centre Secretary

Kirstin Roberts is a solicitor with law firm, HBJ Gateley Wareing in Birmingham, where she is a founder member of her firm's Energy and Waste team. Kirstin specialises in commercial law, preparing and negotiating all types of agreements on behalf of her clients, with a particular focus on work for waste industry clients. She also provides public procurement advice and training both to companies and local authorities.

Kirstin started working with waste industry clients over 6 years ago when she began advising one of the UK's main manufacturers and installers of MRF's. She advised them on their contract with Cardiff City Council, working with them right from the ITT to contract award.

Having spent several months working as part of the in-house team for WRG, Kirstin continues to act for them in particular advising on contractual documents included within ITT's. Kirstin now works for businesses as diverse as start up AD companies to companies with full recycling plants.

Kirstin joined the Midlands Centre Council in January 2010 as a co-opted member and has since helped to organise several training events for members including an Energy from Waste Open Day and an Introduction to Waste Regulation.

 

Simon Rutledge MCIWM
Treasurer

Simon has worked in the Waste Management Industry for 13 years all of which time has been spent employed by Biffa. Simon has worked in a variety of roles most recently advising all areas of the business on the implementation and compliance with Environmental Law. Recent areas of work have included implementation of Hazardous Waste requirements, changes in Animal By-Products regulation and Pollution Inventory emissions returns.

Simon also provides training for staff and customers on legislative issues such as Duty of Care, Hazardous Waste, Animal By-products, Pre-treatment and general Landfill Legislation. Simon responds to consultations on behalf of Biffa on new and developing legislation, liaising with DEFRA, ESA, Environment Agency and European Institutions. His undergraduate degree was in Applied Science - Earth Science. He followed this up by undertaking a Masters Degree in Environmental Pollution Control which provided more specialised knowledge of some of the environmental issues the industry faces. Whilst working for Biffa Simon has updated his knowledge of environmental law by studying for and obtaining a Master of Law degree. He is currently in my final year of study for an MBA at Aston University.

Derek Greedy FCIWM  (Ex-officio)      
President of CIWM

Derek Greedy first worked in the waste management industry in 1975 as a regulator. He held that position until 1987 when he moved to the private sector. During that time Derek held operational and technical positions for two of the major waste management operators in the UK. In 2001 he became a Consultant before joining Warwickshire County Council as Principal Waste Management Advisor in May 2005.
He is a Chartered Chemist, a Chartered Environmentalist and a Fellow of the Chartered Institution of Wastes Management. He is Chair of ISWA's Sanitary Landfill Working Group.

Judith Harper FCIWM  
General Councillor

Judith Harper has been a member of CIWM since 1992 and was first elected on to Midlands Centre Council in 1995. She has served as Treasurer, Secretary and Chairman. Judith has laso been a General Councillor for 14 years, and serves on Executive Committee and chairs Communications Committee.

Judith's career has spanned most sectors of waste management over more than 26 years, covering in local and central government, the private sector, and consultancy.

Judith has a multi-disciplinary background initially in landfill; subsequently covering Waste Strategy development, Contract Management, and Communications & PR. She has considerable experience in PFI/PPP and project management having spent more than 12 years working on procurement as both client and contractor.

Judith now works for Covanta Energy, an EfW developer/operator, where she is responsible for business development and project management.

Judith is committed to professionalism within the industry. She believes the Institution should be instrumental in raising the profile of the waste industry, driving and influencing government policy and the direction of the industry. It is important that CIWM represents the views of its members from all sectors and continues to have a fresh input of new members - our young members are the future of the industry. Judith aims to be a conduit for views from the region, to promote the interests of its members and as a trustee can contribute towards the management & direction of the Institution.

Ian Butcher FCIWM    (Co-Opted)
General Councillor

Ian Butcher has held various operational or technical posts in waste management since he left the British Army in 1987. He started with a private waste company where he was a traffic controller responsible for both dry and wet waste streams. In 1991 he moved to the public sector gaining experience in such matters as street cleaning, grounds maintenance, and refuse and recycling collections. During this period he worked closely with several refuse collection vehicle manufactures making these vehicles more user friendly.Ian has been active within the Chartered Institution of Wastes Management working with others on such publications as the kerbside collection code of practise and the re-writing of the environmental cleansing handbook.


Ian has also acted as a mentor and assessor for candidates who are taking waste management NVQ levels 1- 4 and COTC awards.He is a Chartered Environmentalist and a Director of the Institute of Municipal Transport. Additionally he represents the Chartered Institution of Wastes Management on the Environment Committee of the Institute of Safety and Health.

Kate Heath MCIWM

Kate is a Senior Consultant at Arup and a member of Arup's Resource and Waste Management team in Solihull. Kate is a Chartered Waste Manager and has worked in the Waste Management industry for nine years. She has worked on a variety of education and awareness campaigns, public consultations, training programmes and research projects and is currently a Bid Manager for a PFI funded waste management infrastructure project.

Kate has worked with the CIWM Midlands Centre Council for almost 5 years and during that time lead the New Generation Group organising educational visits and membership upgrade workshops. Kate now manages the Midlands region pages of the CIWM website.

Robin Green MCIWM

Robin Green is a civil engineer by training with almost 40 years experience in public health engineering and wastes management. Currently working as an independent consultant, he is a former civil engineering manager with one of UK's largest waste contractors, where he was responsible for the engineering of all kinds of new facilities, and re mediation of completed ones. He has specialised in the delivery of major waste management projects in recent years, including the role of independent consultant for one of Hong Kong's three strategic landfills. He was involved in the preparation of the Cohesion Funds Application for EU funding for Limassol Region on behalf of the Cyprus Government. More recently he led the team which prepared the National Solid Waste Master Plan for Iraq and was technical lead for the team advising the City of Bradford Metropolitan District Council in the re mediation of Manywells landfill, left unrestored (and potentially unstable) for a considerable period following the commercial failure of the Operator.

Robin is also a Past President of the Chartered Institution of Water and Environmental Management, and a Fellow of the Institution of Civil Engineers. As a Chartered Engineer, and Chartered Environmentalist, he particularly supports the formation of associations like the Society for the Environment, which help promote the formation of multidisciplinary teams for the delivery of today's complex waste management solutions.

David's career in the waste industry started in 1988, joining Leigh Environmental Limited as a chemist at a hazardous waste treatment in Small Heath, Birmingham on an industrial sandwich placement. Since then, David has worked in the commercial and industrial waste sectors for many years, focusing on special, then hazardous waste in both technical and commercial positions. He has been an integral part of many changes that have affected the industry over the last ten years, including changes to dangerous goods transport, dealing with the impacts of the Landfill Directive and the changes to hazardous waste management.

After several years in the municipal division of Veolia Environmental Services, David is now the General Manger of BatteryBack Plc. BatteryBack is a portable battery producer compliance scheme responsible for collecting and recycling portable batteries on behalf of its members. BatteryBack Plc is a joint venture between Veolia and WasteCare.

David is also employed as a retained Scientific Adviser to the Fire Services in the Midlands, providing additional support to Fire Officers at chemical incidents.

David is a member of several CIWM Special Interest Groups and represented the CIWM on the Treatment and Capacity Task Force, supporting the work of the Government's Hazardous Waste Forum. He is a Chartered Chemist, Chartered Environmentalist, and Chartered Scientist and holds a MBA from Leeds University Business School.

Steve Wightman MCIWM

Steve has been a corporate member of the Institution since completing the Diploma in Waste Management in 1989; he has worked in the waste industry in the Midlands since 1982.

He has experience of waste regulation, monitoring and waste collection / recycling and has worked for both local authorities and the private sector.

Working in the public sector, he gained experience delivering front line refuse collection, recycling and street scene services, including client and direct service roles. His most recent local authority role was Head of Service responsible for both service development and delivery. Services included; waste collection and disposal, recycling, household waste site management, Street Scene, management of parks and open spaces, management of arboricultural services and public convenience provision and maintenance.

Moving to his current post in 2006 he is now responsible for the delivery of waste collection, recycling and commercial collection contracts including the operation of household waste recycling centres and waste transfer stations.

Having initially been a co-opted member of the Midland Centre Council between July 2009 and March 2010, Steve was elected as a Centre Councillor in April 2010.
