About Councillors

Derek Greedy
Derek Greedy first worked in the waste management industry in 1975 as a regulator. He held that position until 1987 when he moved to the private sector. During that time Derek held operational and technical positions for two of the major waste management operators in the UK. In 2001 he became a Consultant before joining Warwickshire County Council as Principal Waste Management Advisor in May 2005.
He is a Chartered Chemist, a Chartered Environmentalist and a Fellow of the Chartered Institution of Wastes Management. He is Chair of ISWA's Sanitary Landfill Working Group and Vice Chair of CIWM's Scientific and Technical Committee.


Adam Reed
Adam has over 14 years of operational waste management experience. Adam was awarded his honorary professorship for his pioneering work on waste communication and public engagement.


Caroline Jackson
Caroline started her career in the waste management industry 13 years ago, in local government undertaking project management activities. This was followed by a period in consultancy for a major infrastructure contractor, managing environmental, safety and quality risks on site. She currently works at Staffordshire University, working to try and marry the needs of industry with the capabilities locked within academia. She is Director of Sustainable Business Solutions, which is the business facing consultancy of the Institute for Environment, Sustainability and Regeneration, where she is responsible for managing commercial research and a number of funded projects.
As part of her current role she is part time seconded to Advantage West Midlands as their Energy Innovation Co-ordinator. She has a COTC TSS4 for clinical waste, a degree in Environmental Technology from the University of Wolverhampton and a Post Graduate Diploma in Environmental Law which she is currently working to convert to a Masters Degree in Environmental Law. She is a Chartered Waste Manager and a Chartered Environmentalist.


Simon Rutledge
BSc (Hons), MSc, LLM, CEnv, MCIWM. Biffa Waste Services - Support Manager - Environmental Law
I have worked within the Waste Management Industry for 13 years all of which time has been spent employed by Biffa. I have worked in a variety of roles most recently advising all areas of the business on the implementation and compliance with Environmental Law. Recent areas of work have included implementation of Hazardous Waste requirements, changes in Animal By-Products regulation and Pollution Inventory emissions returns.
I also provide training for staff and customers on legislative issues such as Duty of Care, Hazardous Waste, Animal By-products, Pre-treatment and general Landfill Legislation. I respond to consultations on behalf of Biffa on new and developing legislation, liaising with DEFRA, ESA, Environment Agency and European Institutions. My undergraduate degree was in Applied Science - Earth Science. I followed this up by undertaking a Masters Degree in Environmental Pollution Control which provided more specialised knowledge of some of the environmental issues the industry faces. Whilst working for Biffa I have updated my knowledge of environmental law by studying for and obtaining a Master of Law degree. I am currently in my final year of study for an MBA at Aston University.


Barbara Leach
Barbara Leach works for Waste & Resources Action Programme (WRAP) as Evaluation Manager where she is responsible for devising ways for the organisation to measure and report on its achievements, as well as providing cross-organisation advice on research methods and data management. Prior to joining WRAP in 2006, she led MEL Research's environment and waste team, where she specialised in waste monitoring, evaluation, data and research issues. In 2000 Barbara was awarded a doctorate in waste management policy from Birmingham University. She currently sits on the advisory board of the Resource Recovery Forum as well as being an active member of the CIWM's Midlands Centre.


Ian Butcher
Ian Butcher has held various operational or technical posts in waste management since he left the British Army in 1987. He started with a private waste company where he was a traffic controller responsible for both dry and wet waste streams. In 1991 he moved to the public sector gaining experience in such matters as street cleaning, grounds maintenance, and refuse and recycling collections. During this period he worked closely with several refuse collection vehicle manufactures making these vehicles more user friendly.Ian has been active within the Chartered Institution of Wastes Management working with others on such publications as the kerbside collection code of practise and the re-writing of the environmental cleansing handbook.
Ian has also acted as a mentor and assessor for candidates who are taking waste management NVQ levels 1- 4 and COTC awards.He is a Chartered Environmentalist and a Director of the Institute of Municipal Transport. Additionally he represents the Chartered Institution of Wastes Management on the Environment Committee of the Institute of Safety and Health.


Kate Heath
Kate is a Senior Consultant at Arup and a member of Arup's Resource and Waste Management team in Solihull. She is a Chartered Waste Manager with 7 years experience in public engagement on waste minimisation and recycling schemes and has a degree in biological sciences.She has planned, coordinated and delivered large-scale education and awareness campaigns, public consultations, training programmes and research projects for Local Authorities and the Waste & Resources Action Programme (WRAP).
Kate's experience includes the management of a monitoring programme for two food waste collection trials for WRAP in Bedfordshire and Defra in Leicestershire. Kate also managed a public consultation for the West of England Waste and Planning Partnership on their waste strategy and planning framework and provided technical advice for the delivery of a public consultation on the three Regional Waste Plans for Wales.Kate also has an interest in organics / food waste collection and treatment and she was recently seconded to WRAP's Organics Team for 2 months as Interim Key Account Manager for Agriculture and Horticulture. She was responsible for implementing the Organics Added Value programme, achieving the Business Plan targets and broader programme goals of increasing the use of compost in Agriculture and Horticulture.


Robin Green
Robin Green is a civil engineer by training with over 35 years experience in public health engineering and wastes management. Currently working for MWH UK Ltd, he is a former civil engineering manager with one of UK's largest waste contractors, where he was responsible for the engineering of all kinds of new facilities, and re mediation of completed ones. He has specialised in the delivery of major waste management projects in recent years, including the role of independent consultant for one of Hong Kong's three strategic landfills. He was involved in the preparation of the Cohesion Funds Application for EU funding for Limassol Region on behalf of the Cyprus Government. More recently he led the team which prepared the National Solid Waste Master Plan for Iraq and is technical lead for the team advising the City of Bradford Metropolitan District Council in the re mediation of Manywells landfill, left unrestored (and potentially unstable) for a considerable period following the commercial failure of the Operator.
Robin is also a recent Past President of the Chartered Institution of Water and Environmental Management, and a Fellow of the Institution of Civil Engineers. As a Chartered Engineer, and Chartered Environmentalist, he is supports the formation of associations like the Society for the Environment, which are particularly helpful in the formation of multidisciplinary teams for the delivery of today's complex waste management solutions.


David Reynolds
BSc MBA MCIWM MRSC CEnv CChem CSci
I have been in the waste industry since 1988, joining Leigh Environmental Limited as a chemist. This was part of an industrial sandwich placement, at a hazardous waste treatment facility. Since my introduction to the industry, I have worked in the commercial and industrial sector for many years, focusing on special, then hazardous waste in both technical and commercial positions. I have managed many changes that have affected the industry over the last 10 years, including changes to dangerous goods transport, dealing with the impacts of the Landfill Directive and the change to hazardous waste. In many of these areas I have been involved in training, both for internal and external customers.
For several years I was employed as a Scientific Adviser to the Fire Service, providing advice on the behaviour of chemicals at incidents.I currently support contracts in the municipal sector, involved in mobilisations, client relationships, service development and special projects.I am a member of several CIWM Special Interest Groups and represented the CIWM on the Treatment and Capacity Task Force, supporting the work of the Government's Hazardous Waste Forum.I am a Chartered Chemist, Chartered Environmentalist, and attained a MBA from Leeds University Business School.
