Milton Keynes Council Advertises Residual Waste Contract

A notice has been placed in the Official Journal of the European Union (OJEU) by Milton Keynes Council to attract bids for its residual waste treatment facility contract

The council is looking for a contractor or consortium to provide a solution for treating residual household waste. It is expected that the new facilities will divert waste that cannot be re-used or recycled away from environmentally damaging and increasingly expensive landfill sites and generate renewable energy.

Consideration is expected to be given to solutions that could supply additional resources, such as heat or electricity. However, only proposals that meet the council's policies on waste treatment and planning will be accepted. Andy Hudson, Head of Environment and Waste, commented: "Milton Keynes Council has a strong recycling record and wants to build on this by driving residual waste up the waste hierarchy. We also have a non mass burn incineration policy which requires that waste is pre-treated to recover valuable resources and prior to generating renewable energy."

The award is to include the design, build and operation of the facilities, as well as the provision of a bespoke information centre, allowing visitors to view and tour operational areas.

Andrew Wood, the Project Director, said: "Whilst we are anticipating that the contract to operate the facilities will be for 10 years, we will explore options to amend the contract length to achieve best value for money."

During the two year procurement phase, a series of discussions will be held with interested contractors using the competitive dialogue process. A preferred bidder will then be selected.

Following the publication of the OJEU notice (Thursday, 23 June 2011), organisations have just over a month to express an interest in bidding for the contract and to return a pre-qualification questionnaire.
