LWARB Opens Its Second Waste Infrastructure Fund For 16 Million Pounds

8 July 2011

The London Waste and Recycling Board (LWRB) has today (Friday 8 July) announced that its second Waste Infrastructure Fund for £16m is open for business, following the approval of its four year business plan last month
LWARB is now calling for those projects that meet the criteria for funding from this targeted Waste Infrastructure Fund to come forward and complete an Expression of Interest (EOI) form, available from the LWARB website

The fund covers two areas:

- An £11m waste infrastructure loan fund for projects that meet the strategic requirements of LWARB. LWARB has a particular interest in projects located outside of east London as well as those projects that help to bridge the capacity gap in the capital.
- A £5m investment fund for innovative waste solutions, giving London the opportunity to showcase technologies such as hydrogen fuel cells, gas to grid, and waste derived transport fuels. LWARB will be flexible in its approach to distributing funding including loans or equity investment, depending on project requirements. As well as providing funding, this programme will build partnerships with various parties such as technology providers, off-takers and fuel suppliers.

Assessment Process

LWARB will identify those projects that meet the selection criteria in an initial assessment. These projects will then be asked for more in depth information, which will be evaluated before they undergo a "Project Health Check", which takes the project through a more detailed review, covering key factors such as site, financing, and technology.

Those projects that move successfully through this stage will then be placed in an "infrastructure pool", which contains projects selected for business case development, having demonstrated that they are capable of delivery and align with LWARB's fund requirements.

The Mayor of London, Boris Johnson said: "I want London to find innovative ways to manage our rubbish in the cleanest, greenest ways possible. This is a challenge for all major cities and this funding pot helps London to lead the way in finding smart solutions to the problem of rubbish, whilst also creating jobs and attracting investment."

James Cleverly, Chair of LWARB, said: "LWARB is entering an exciting phase. Having established ourselves in the market, LWARB now has a tighter focus on the types of projects that we will support. In addition, the Board is looking forward to investing in some ground-breaking waste technologies to showcase in the capital."

The deadline for submission of EOI forms is midday on Friday 30 September. For details on how to submit an EOI form, including application guidance and submission criteria, visit www.lwarb.gov.uk
