Contractors Invited For The Development Of An AD Plant

 With the landfill bans on certain materials soon becoming a reality, infact as early as 2015 and the Government's proposal to completely restrict biodegradable waste, such as food, from diverting to the landfill from 2017, an anaerobic digestion facility with a capacity of 30,000 tonnes-a-year seems to be both Edinburgh and Midlothian councils' solution for Scotland's vision of 'Zero Waste'.

The two councils raised a request in the Official Journal of the European Union (OJEU) to invite contractors to develop the facility. The move is seen as the councils' preparation to gear for the proposed ban on sending biodegradable waste to landfill in Scotland.

The development of this facility comes as part of a future course of an already established partnership between the two councils who are currently procuring a £500 million residual waste treatment contract in line with Scotland's 'Zero Waste Plan'. At the moment, 2012 seems to be the proposed date for the commencement of the project, and the councils intend to turn the facility fully operational by 2015.

The site chosen for the plant has been identified near Millerhill in Midlothian and the councils will soon launch an application for planning permission by 2011 for the development of the plant.

The deadline to respond to the request to the OJEU notice for the pre-qualification questionnaire is 14 March 2011 and the contract period will span for 15 years.
