Biffa Wins Second Hampshire Contract

Municipal recycling and waste services specialist Biffa has won its second new contract within a matter of weeks, further extending its presence in Hampshire

Biffa has been awarded the contract for the joint recycling and refuse collection service for East Hampshire District Council (EHDC) and Winchester City Council (WCC). In what is a first for Hampshire, the councils have merged their respective environmental services and so will save an estimated £2m annually.

At the beginning of April, Biffa was selected to run Portsmouth City Council's recycling and waste collection service. Both contracts start in October.

As with Portsmouth, Biffa will work with East Hampshire and Winchester to improve waste diversion through increased recycling. East Hampshire's recycling and composting rate for 2009-10 was 34 percent, while Winchester's was 41 percent. Both councils, whose combined household count is close to 100,000, are aiming for a 50 percent rate by 2020.

Joint Tender

Biffa joined forces with The Landscape Group, one of East Hampshire's incumbent contractors, to submit its winning tender proposal. The Landscape Group is an award-winning market leader offering a wide range of landscape construction, grounds maintenance and street cleansing services. The Group was originally appointed in April 2004 by East Hampshire to run local street cleansing, grounds maintenance and related services, and has been retained to continue this for both councils.

For the pair of councils, Biffa will handle the alternate week collection of recyclables and refuse, the fortnightly collection of garden waste, and collection of clinical waste, bring bank glass, and bulky waste. For East Hampshire, it will also manage the monthly collection of domestic glass, while the company will also collect commercial waste in Winchester.

Biffa's share of the eight year contract, which has an eight year extension option, is valued at around £32m. It is expected that 91 staff from current contractors Veolia and Serco will transfer to Biffa prior to contract start.

Biffa's municipal division works for over 40 local authorities in England, Scotland and Wales. It manages a shared contract for South Oxfordshire and Vale of White Horse District Council, helping both to achieve recycling and composting rates of up to 70 percent, regarded as the best in England.
