CIWM has welcomed the publication of the Government's draft National Planning Policy Framework (NPPF) but is deeply concerned that waste planning policy has been excluded from the document.
"We have repeatedly called on the Government to ensure that waste is seen as a strategic priority and that a sustainable approach to waste and resource management is integrated into Government thinking at the highest level," says CIWM chief executive Steve Lee. "Developing the right infrastructure to treat and recover value from domestic and business waste is essential to support health and wellbeing, to protect the environment, and to deliver low carbon economic growth. It is also critical to the Government's stated aim of putting sustainable development at the heart of the planning system.
"It is not immediately clear why Government has chosen to make waste planning a special case and to annexe it to the National Waste Management Plan expected from Defra next Spring. CIWM will be seeking clarification with regard to the rationale and potential impact of this decision. We will also be calling for the final NPPF to include, at the very least, a robust statement that sets out the importance of developing appropriate waste infrastructure to deliver the Government's 'zero waste' aspirations and meet our obligations and targets under EU law."
