John Quinn becomes CIWM Junior Vice President elect

John Quinn, Chief Executive of arc21 in Northern Ireland and chair of the CIWM Northern Ireland Centre, will become CIWM Junior Vice President when the Presidential Team changes in October 2012. He will take over from David Beadle, who will become Senior Vice President, while John Skidmore will succeed Derek Greedy as CIWM President.

John is a Chartered Civil Engineer and Chartered Environmentalist who, after a period in the private sector, started his local government career in 1980 at Castlereagh Borough Council. He moved to Antrim Borough Council in 1988, initially as Chief Technical Officer and latterly as Director of Environmental Services. He left Antrim to take up the full-time position of Chief Executive of arc21, a collaboration of 11 Councils in the Eastern Region of Northern Ireland (NI), which has come together to implement its Waste Management Plan. It is the first legally constituted local government organisation of its type in the UK. He was previously Chair and Lead Council representative of the Steering Group of arc21.

John is a Fellow of CIWM and has held office in the local Institution of Civil Engineers, the Association of Municipal Engineers, and the Technical Advisers Group (TAG). He was also a founder member and first NI National Secretary of ADLO (the predecessor to APSE.

Amongst other honorary positions, he is currently a Member of the NI Waste Programme Board, formally the Strategic Waste Board, tasked with Strategy delivery. He also served as Vice-Chair of the Waste Management Advisory Board, which advised on Strategy Formulation and Review.
