CIWM responds to Waste Regs 2011 and the issue of separate collection

CIWM welcomes the definitive statement from Defra and the Welsh Government in the amendments to the Waste (England and Wales) Regulations 2011 regarding the separate collection of recycling. CIWM's position has always been that whatever system is used it must deliver a quality output and accord with the wording in the Waste Framework Directive stating that the measures must "promote high quality recycling".

As a key stakeholder, CIWM will be contributing to and commenting upon the guidance to accompany the legislation before it is implemented on October 1st. Hopefully, this guidance will provide clarification on issues such as separate collection that is sufficiently robust for local decision making to be made without legislative challenge.

It would be unfortunate if this statement leads to further protracted legal discussion which will distract from the critical task of delivering a consistent stream of quality materials which meet the demands of the market.
