The Business Secretary Vince Cable announced this week that the first ever UK Green Investment Bank (GIB) will be based in Edinburgh and London. The headquarters of the GIB will be located in Edinburgh, with the GIB's main transaction team based in London. This arrangement will enable a greater commercial reach nationally than could be achieved from one location.

Defra has published official figures for annual UK carbon footprint for the years 1990 to 2009. It describes carbon dioxide emissions relating to goods and services produced by UK business and consumed by UK residents, and those emissions relating to imported goods. The release also provides new estimates of emissions of total greenhouse gases associated with UK consumption. See the full statistical release here.
The UK Government published the schedule for EU ETS auctions to take place between May and July this year. The Government will auction 12 million allowances over this period, using surplus allowances from the UK Phase II New Entrant Reserve (NER).

The Environmental Permitting (England and Wales) (Amendment) Regulations have now been finalised. They amend the Environmental Permitting (England and Wales) Regulations 2010 ("the 2010 Regulations") and will come into force on 6th April 2012. The latest version, excluding the civil sanctions provisions, can be found here.
The European Commission adopted the 'Communication on improving the delivery of benefits from EU environment measures: building confidence through better knowledge and responsiveness' this week. The OWL Road Show is the first event of its kind being hosted by the OWL Partnership.
